The harm is slow — lost IQ, not sudden death — so it goes unseen. The cure is known (cheap detection + public pressure + enforcement); what's missing is a way to deliver it continuously and self-fundingly, not as one-off NGO campaigns. Sources: informal used-battery recycling (~1,100 sites), turmeric adulterated with lead chromate, lead paint, e-waste, and aluminium/ceramic cookware.
Local testing agents + a trusted mark
Each agent carries a portable XRF analyser and tests spices, cookware, paint and toys. Traders, mills, exporters and brands buy a consumer-trusted "Lead-Safe" certification mark — so the people who need clean supply chains to sell are the ones who fund the testing. The platform owns the device fleet and runs the registry, QA and training; the agent needs no capital and earns a livable wage.
The device is the cost — so B2G + B2B carry it
One unit = 1 XRF analyser + 1 trained agent. The XRF is ~56% of monthly cost, which is exactly why no consumer-fee model alone can carry it. Revenue, proven-base → upside: a B2G anchor contract (BFSA / National Action Plan / city corporation, the budgeted enforcement work) ≈ BDT 80k/mo is the base; B2B certification ≈ BDT 4k/mo per client; consumer per-test fees are upside (unproven).

The situation in Bangladesh
In Bangladesh an estimated 35.5 million children carry blood lead levels at or above 5 µg/dL, the threshold for action, making the country the fourth most-affected in the world by number of children poisoned 1. The damage is not abstract: lead exposure costs an estimated 20 million IQ points lost each year, valued at roughly USD 10.9 billion, on the order of 3.6% of GDP 1. The poison hides in everyday life, flowing from more than 1,100 informal used-lead-acid-battery recycling sites, lead-adulterated turmeric and spices, contaminated cookware and paint 1. Paint alone shows how porous enforcement is: despite a national 90 ppm limit set in 2018, a 2026 study found 42% of sampled paints exceeded it and 26.2% topped 1,000 ppm, with only 21.6% properly labeled 3, and the gaps cluster among smaller and informal producers where regulation reaches least 3.
